Westchester Ordered to Pay $2,500 to Pedophile Clown....this clown takes the cake...
Westchester County must pay a convicted pedophile $2,500 for barring him in the past from performing as a clown at the county-owned Playland Amusement Park in Rye, under a federal court ruling this week.
But the federal judge, John S. Martin Jr. of United States District Court here, upheld a recent county executive order preventing known sexual predators from performing around children in county parks.
The clown, Richard Hobbs, sued Westchester County in 2000, charging that it had violated his First Amendment rights by prohibiting him from performing as a clown and accepting donations from passing visitors during a two-year period.
The ruling on Wednesday drew a mixed reaction from county officials. ''My goal is to protect children, and this latest court ruling gives us the authority to do just that,'' Mr. Spano said in a statement. ''Richard Hobbs, or anyone like him, will not be allowed to perform his clown act to attract children at any county park. That's the most important part of the court decision.''
The county said it would appeal the portion of the ruling that awarded Mr. Hobbs the $2,500.
